Borough agenda and minutes archive
What is missing from the meeting archive?
The borough archive reviewed lists minutes for January 6, January 28, February 10, February 23, March 23 and May 26. April, June, July and August minutes were not linked in that retrieved listing; some agendas were. An agenda shows proposed business, not what was decided. A complete 2026 school agenda/minute archive was not retrieved; request packets from the district Open Records Officer. May 26 minutes expressly record approval of the April 27 minutes. That confirms April minutes existed and were approved, although their contents were not obtained here.

THE NEXT REPORTING STEP
How we find where the money went
The current sources do not provide a complete transaction ledger. Here is the sequence that can close that gap.
STEP 1Start with the ledger
Request the adopted line-item budget, expenditure ledger, chart of accounts and check/EFT register. These connect the budget to dates, vendors and accounts.
Fund-specific request drafts →STEP 2Trace a payment
Once a register identifies a transaction, request its invoice, purchase order, executed contract and approval record. Check whether the amount includes a reversal or an interfund transfer.
All focused request drafts →STEP 3Reconcile and ask for an explanation
Compare totals with the agency’s budget-to-actual report. Request missing records through the Open Records Officer; ask officials separately to explain decisions.
Browse the request checklist → All request drafts are unsent. Use one relevant draft rather than submitting overlapping requests for the same records.
Send a Right-to-Know request
- Choose the agency and records. Specify a time period and existing documents; use the uniform request form. For spending, start with one fund or one month.
- Add your contact details and submit to the Open Records Officer. Request electronic copies and an estimate of any permitted fees. Keep the request and proof of delivery.
- Track the written response. The agency ordinarily has five business days to grant, deny or invoke a qualifying extension of 30 calendar days.
- If denied, check the appeal deadline immediately. OOR’s guide gives a 15-business-day appeal deadline following the mailing date of a denial response. Failure to respond within the applicable period may be a deemed denial; consult OOR’s appeal guidance.

How we report
Source first
Official listings show what an agency publishes. Minutes show actions recorded at a particular meeting. News reporting is attributed. Historical information is dated, and unknown is never treated as zero, nonresident or misconduct.
Keep claims within the evidence
An award is not a payment. A published residence statement is not a current eligibility check. Shared surnames are not proof of a relationship. Unverified identity leads remain labeled research notes and are excluded from confirmed counts.
Scope, corrections and remaining gaps
This site began with a supplied leadership dossier and subsequent source checks. It is not a complete audit. Some imported county listings still need direct sources; detailed payroll, payment registers, signed disclosures and current residency certifications have not been obtained.
For a correction, preserve the page URL, disputed wording, source document and date. Check the original and keep a record of any changed conclusion. This site does not yet offer a submission form. Official-agency contact links are for agency business, not corrections to this independent site.
