January 28 minutes show an advertised amended total of $7,926,209, including $77,643 for State Liquid Fuels. February 10 minutes record unanimous adoption, but do not reproduce the final fund schedule. The advertised figures below must be reconciled with the signed final budget. The printed fund amounts sum to $7,926,208, one dollar below the stated grand total; this source discrepancy remains unresolved.
Weatherly Borough — Council regular meeting minutes, Jan. 28, 2026 · Weatherly Borough — Feb. 10, 2026 special meeting minutes
December 26 reporting describes approved 20% increases for electricity and water, and a sewer increase of $5 per month ($60 per year). It reports real-estate millage of 11.55, up 1.25 mills. These are reported changes, not a complete tariff; obtain adopted ordinances, effective dates, customer classes and fixed charges before calculating a household bill.
The recorded award is $39,463.38. The borough’s August 3 notice scheduled preparation to start August 7. Completion, change orders and actual paid cost have not been verified.
Council minutes — March 23, 2026 · Borough road paving schedule — August 3, 2026
May minutes report that the borough expected 75% reimbursement of tree-service bills for this project. Invoice totals and reimbursement receipts were not obtained; expected reimbursement is not cash received.
The district Business Office and Finance Committee pages were reviewed, but a usable adopted 2026–27 budget, tax resolution and current budget-to-actual report were not obtained. School purchase approvals above are not a substitute for the full budget.
The borough notice lists online/phone card fees of $3 or 3%, whichever is greater; e-checks cost $1.50 per payment. These are payment-processing fees, separate from utility rates. Check the borough’s current notice before paying.
Effective February 23, 2026: a residential new-home zoning permit is $500; fence $100; deck/porch $125. A variance, special exception or appeal application is $750, with $250 per subsequent hearing. Excess borough costs may also be billed. These are zoning fees, not a complete construction-permit estimate; see the full schedule.
Effective February 23, 2026: lot consolidation is $250; water/sewer connection engineering review is $250 per hour. The schedule also provides additional engineering-review charges and recovery of excess costs. This applicant fee schedule does not establish what the borough actually paid its engineer.
Borough subdivision and land development fees — effective February 23, 2026
February 10 minutes attribute to Norman Richie a statement that most bills had been paid before approval, but not all. This explains why approval dates cannot be used as payment dates. A check/EFT register and invoices are still needed to verify each vendor payment.
Proposed fund schedule; reconcile with the signed adopted budget before treating it as final.

August 15 reporting describes Gerard Grega abstaining on school hiring votes because he said he lacked information about a candidate; solicitor Jeff Rockman disputed the reason. Treat this as a reported procedural dispute, not proof of a financial conflict. Obtain approved minutes and any written disclosure before classifying a recusal. No comprehensive recusal register was obtained.

We do not yet have a complete current record of who lives inside Weatherly Borough. Reported residence, a dated self-description and verified municipal residency are different evidence levels. A Weatherly postal address, property ownership, workplace or public office is not enough to establish residence within borough boundaries. Only town/area-level information is shown; no home addresses or maps are published. Unknown does not mean nonresident. This page makes no eligibility finding; rules must be checked for the particular office and jurisdiction.
